Following the "985" project and the "211" project,another major national education project at the national level-"double first class" officially entered the policy agenda.After the relevant implementation plans and opinions were issued by relevant national ministries and commissions,all provinces,municipalities and autonomous regions have introduced"double-first-class" construction plans or implementation plans based on local higher education needs.In the process of carrying out key construction with first-class disciplines,how to construct a disciplinary evaluation system with multi-subjects with local characteristics in line with local economic and social needs,and with the first-class discipline construction performance evaluation,dynamically adjust the first-class subject projects,and at the same time It is of great theoretical and practical significance to diagnose the pulse,promote the level of the discipline,and promote the development of higher education.This paper takes the first-class discipline evaluation system as the research object,combines the multi-jurisdictional and subject evaluation and other related research theories,and launches the local "double-class" construction implementation plan in the provinces and cities under the background of "double first-class" construction in the country.Conducting comparative research,taking the construction of the subject evaluation system in the process of first-class discipline construction in G province as a research case,combing and contrasting the local government behavior and related evaluation policies in the discipline construction from the perspective of multiple governance,focusing on the construction of the current first-class discipline evaluation system In the process,the main body of evaluation,form,policy,model and mechanism,and the reasons for its occurrence from the macro and micro dimensions,and based on the relevant experience of foreign developed countries,look for diversity Participate in the construction path of the first-class discipline evaluation system,so as to help local governments better understand the law of discipline construction and development,and provide reference for promoting the connotative development of higher education and scientific promotion of first-class discipline evaluation.
