For a long time,it's difficult for the remote poverty-stricken areas to attract the greatness of state-sponsored teachers and college graduates to teach there.At the same time,the outflow of local outstanding teachers is also a widespread phenomenon.Local-sponsored teachers in remote poverty-stricken areas have been an unignorable community for the rural compulsory education.At a longer period of time,there will be a demand for local-sponsored teachers in many remote poverty-stricken areas in Chongqing Municipality.Therefore,under the background of the interconnecting development of urban and rural Education,in order to fully affirm and return the historical achievements of local-sponsored teachers in rural areas,to stabilize the team of local-sponsored teachers in rural primary and middle schools,to settle the problem of lacking of teachers in primary and secondary school in remote poverty-stricken areas,especially in public primary school,the Chongqing Municipal Government carry out the policy of transferring most of local-sponsored teachers into state-sponsored teachers(hereinafter referred to as "local-sponsored teachers to state-sponsored teachers" policy),it has greatly stabilized the supply of rural teachers.However,in rural areas throughout the country,the local-sponsored teachers are on uneven quality levels of education and teaching,even some are in low quality.For this problem,the less developed western region is prominent.It can be seen that the conversion of local-sponsored teachers and improving their treatments in rural areas,are still not an effective solution to the problem of low quality of the local-sponsored teachers.There is still a distance of the teaching levels between the "transferred local-sponsored teachers" and state-sponsored teachers.And the distance is closely related to the level of development of economy and education.That is to say,the more remote poverty-stricken areas,the lower teaching level of "transferred local-sponsored teachers", and the longger distance to state-sponsored teachers. Therefore,at the same time we affirm the function of Chongqing's "local-sponsored teachers to state-sponsored teachers" policy in stabilizing the rural areas teaching communities and promoting social equity and harmony,we must be aware that this policy is just a historic expediency. "Local-sponsored teachers to state-sponsored teachers" policy is the first step of improving the quality of local-sponsored teachers.We need a systematic study to solve the quality problem of "transferred local-sponsored teachers";to explore the sustainability of specializational development of teachers under the policy "local-sponsored teachers to state-sponsored teachers";to improve the integral compulsory education level in remote poverty-stricken areas.That is also the fundamental point of this paper.This paper put forward the developing integration,which means:in order to further improve the teaching quality in remote poverty-stricken areas public school,through the way of elimination or maximumly removing kinds of obstacles in the process of "transferred local-sponsored teachers" transferring to eligible state-sponsored teachers,to bring about mutual identification,support and promotion between the community of "transferred local-sponsored teachers" and rural state-sponsored teachers;inside the community of "transferring local-sponsored teachers",as well as between individuals of "transferred local-sponsored teachers",to make it a sustainable developing integer of teachers.It can be seen that it is essential to implement the developing integration of the "local-sponsored teachers to state-sponsored teachers" policy:it is conducive to enhance the value of the "transferring local-sponsored teachers" in remote poverty-stricken areas.And it is also the key to radically solve the problem of local-sponsored teachers and improve the quality of compulsory education in remote poverty-stricken areas.This paper takes the non-reversible state of the implementation of the "local-sponsored teachers to state-sponsored teachers" policy and the effect that the special nature of the "local-sponsored teachers to state-sponsored teachers" policy to its developing integration as a logical starting point, focuses on the relationship between the development of "transferred local-sponsored teachers",the improvement of teaching level of compulsory education of Chongqing remote and poverty-stricken areas,and it's development of compulsory education.It points out the value and goal of developing integration of "transferred local-sponsored teachers".And from the differences between "transferred local-sponsored teachers" and local state-sponsored teachers,"accepted teachers" and "reserving teachers" within "transferred local-sponsored teachers",as well as the regional differences of "transferred local-sponsored teachers",it gives a comprehensive and detailed analysis of the presently non-integration of "transferred local-sponsored teachers",to identify various causes of problem,and finally put forward its own suggestions and thoughts to the developing integration of "transferred local-sponsored teachers".The paper is mainly divided into five sections:Partâ… :Introduction.First of all descriptions is the effect that the special nature of the "local-sponsored teachers to state-sponsored teachers" policy to its developing integration under the background of the interconnecting development of urban and rural education.It clarifies the relevance of the paper,proposes research methods and the reasons for the choice of site on the basis of literature review.Partâ…¡:Theoretical analysis about developing integration of "transferred local-sponsored teachers".It is clear that the concept of connotation,denotation,as well as manifestations of reality of "transferred local-sponsored teachers".Theoretical basis,value and goal of "transferred local-sponsored teachers" are explained.Partâ…¢:Analysis of the presently non- integration of "transferred local-sponsored teachers" and related issues.It analyses the differences between "transferred local-sponsored teachers" and local state-sponsored teachers,"accepted teachers" and "reserving teachers" within "transferred local-sponsored teachers",as well as the regional differences of "transferred local-sponsored teachers" on the focus of quality of teachers or levels of education and teaching.Partâ…£:Countermeasures and suggestions.It includes that breaking bottlenecks of teacher's education,setting up comprehensive examination rules of teacher's work and implementing the reasonable configuration and mobility of teachers,which come true developing integration of "transferred local-sponsored teachers".
