To perfect occupational standards and National Vocational Qualification Certificate System in physical education industry, this paper makes a comparative analysis on national occupational standards in China and British. Through studying structural features and content system of occupational standards in both two countries, it shows similarities and differences in occupational standards between China and British, which provides referential basis for the revision and improvement of domestic occupational standards and sets a goal for vocational training, at the same time, this paper provides basis for qualification identification and helps to improve Vocational Qualification Certificate System as well as make work done by sports personnel standard and legalized.This paper focuses on occupational standards in physical education industry in China and British, in which Chinese national occupational standards of social sports instructor is seen as study object and The National Occupational Standards for Sport, Recreation, and Allied Occupations in British is regarded as study object respectively. I adopt the methods of literature consultation, comparative method and logic analysis etc. to make a comprehensive comparison and analysis on structural features and content system of occupational standards in China and British and also I put forward suggestions on how to perfect domestic occupational standards and Vocational Qualification Certificate System.On the bases of backgrounds of occupational standards in China and British, firstly, this paper makes a comparison of occupational standards between China and British in the following 4 aspects: constituting organization, formulation principle, design idea, formulating method. Secondly, it makes an analysis on the structures of occupational standards in both two countries and shows similarities and differences in structures. At last, it draws a comparison on regulated contents in the respects of sports personnel's professional function, working content, skill requirement and relevant knowledge, and shows the differences of two countries in basic content systems.The study on structural and content systems of occupational standards in these two countries shows that British standard has high recognition in physical education industry whereas the standard in China lacks practicality and recognition to some extent.In the respect of professional function, British standard lays emphasis on examining sports personnel'comprehensive abilities, while these abilities are not fully exhibited in domestic regulation on professional function.On working content, British standard is comparatively specific and comprehensive whereas Chinese standard is simple and easy to carry out. On skill requirements, British standard is more specific and easy to carry out whereas Chinese standard is too general which results in its bad operability. On regulation of relevant knowledge, British standard emphasizes on testing candidates'abilities to understand and apply whereas Chinese standard can not reflect candidates'abilities to be feasible.Here are suggestions on perfecting domestic occupational standards : in setting standards, to improve practicability and recognition, relation with industrial department should be enhanced. Emphasizing the improvement of sports personnel's service which has a reflection in the standard. Paying special attention to testing on sports personnel's work in order to improve working quality. On skill requirements, the standard should be specific, detailed to be practical which can help implement identification work. On relevant knowledge, the standard should be specified and it should pay attention to candidates'abilities to understand and apply.
