The idea of lifelong education and lifelong learning began to infiltrate education reform gradually with the advent of the knowledge economy era. At the same time, the vocational abilities of learners are paid much attention to in vocational education. It is mainly accepted that Modern professional people should possess a comprehensive competence, such as professional competence, method competence and Social skills etc. Therefore, work-based learning has become popular in the vocational education as a ideal model all of the world.Compared with the traditional modes, work-based learning has the following main characteristics: working while learning at the same time; knowledge and experience are integrated at work site; all the participants work together during this period. From the experience of the work-based learning existed in developed countries, the successful and effective work-based learning have some features in common: the wide participation of government, enterprises, community provided a powerful support; flexible and diversified curriculum to cater the different needs of learners; scientific and effective evaluation methods ensured the quality of its higher level.Such kind of learning mode, with finishing assignments to construct the employment-related knowledge and skills at work site, also fit the basic property of higher vocational education in China, such as "Occupational", "application", "technical". However, in its current practice teaching, lack of driving force for the work-based learning, an unreasonable quantity proportion for work-based learning, Invalid operational mechanism etc, have been the common problems in many vocational colleges, after an analysis of the main reasons for these problems, a key method to those above is put forward: explore how should we put work-based learning into the vocational education reform on the original foundation.Last but not least, this thesis focuses on the strategies of work-based learning for the higher vocational education in China: to establish a work-based learning concept in its teaching reform, optimizing its personnel training program, to promote the work-based learning in practice; oriented to the work-process, reconfigurable work-based learning knowledge systems, to design the work-based learning context, to design the implementation flow of work-based learning by decomposing the assignments; to implement work-based learning with General vocational ability as the core; to build a work-based learning quality management system with multi-participants, in order to supervise and assess both the guiders and learners.
