It is very clear mentioned in the 17th Party's report that education is the cornerstone of our national rejuvenation,and educational equity is an important foundation for our social justice.In the process of building the harmonious society,education equity has become a major task in the education reform and development,and the education balance in the compulsory education is becoming the focus of attention in our country.In order to get the actual education gap between schools in the compulsory education,a survey is done between a primary school and a general school in the Yanta District in Xi'an.Many kinds of methods like questionnaire survey and interviews with students,teachers and leaders are used to get the details education balanced information between two schools.Studies have shown that the education non-balanced development between the schools in Xi'an is very serious about the students,school size and conditions,funding,teachers,educational quality and management level.The author believes that economy levels between districts directly lead to inter-school non-balanced development of compulsory education.School development priorities of education policy exacerbated the imbalance of compulsory education.Non-balanced development of compulsory education are hotbeds of social inequality, it makes the question of "choice school" difficult to resolve,and has anegative influence on the schools,teachers and students.The author believes that in order to promote the balanced development of compulsory education in inter-school,first,we must establish the correct and scientific concept on the balance of inter-school education.It should be recognized that a balanced development of compulsory education are nature requirements of compulsory education and education fair.We should insist on the principle including of both equal and support, norms and the principle of combining flexible.The weak groups must be special concerned to short the gap with strong schools through more financial support.Second,a warning monitoring model must be established early through gathering and analysis a series of important and sensitive information of education statistics to get a better reference value in the specific phase of the development level of China's compulsory education.So,the government departments will be able to timely to anticipate and master the education gap between different regions and the inter-schools, and then to warn and control the gap in early.Finally,exchanges among schools must be enhanced,educational resources must be shared together to promote the overall inter-school education balanced development.
