The Problems And Countermeasures Of Compulsory Education Balanced Development In H City,Guangdong Province

The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China clearly proposed to "build a high-quality education system." To implement the education policies and decision-making arrangements of the Party Central Committee,it is very important to accelerate the balanced development of compulsory education.In recent years,H City,Guangdong Province has insisted on giving priority to the development of education,taking education that satisfies the people as the original intention and mission of education at all levels of the party and government,vigorously promoting the modernization of regional education in cities,counties and townships,and continuously increasing investment in education.New increments,improved quality,and other methods have gradually improved the supply capacity of educational resources.The school appearance and appearance and other hardware conditions have been qualitatively improved.The city’s compulsory education has achieved great development and effectively promoted the balanced development of urban and rural education.However,as a whole,the level of development of compulsory education in H City is still relatively unbalanced and inadequate,and cannot match with the rapid economic and social development.Considering the above-mentioned,the article use the firsthand data obtained through semi-structured interview and field observation,analyzed the status in quo,main problems and causes of the balanced development of compulsory education in H City,Guangdong province.The findings are that,the balanced development of compulsory education in H City still have drawbacks need to be improved,such as the imbalance in the allocation of urban and rural education resources,the imbalance in the development between public and private institutions,the structural imbalance of the teaching staff,and the low quality of the teaching staff in remote areas.Concerning the causes of the aforementioned problems is mainly due to the deficiency in educational infrastructure investment,the outflow of high-quality students and teachers,the unreasonable school management mechanisms,and the imperfection of the teaching staff management.In order to heighten the balanced development level of compulsory education in H City,we need to,Firstly,strengthen the top-level design of the balanced development of compulsory education by improving the policy system for the balanced development of compulsory education,optimizing the resource allocation for the balanced development of compulsory education,Secondly,creating a cultural atmosphere for the balanced development of compulsory education;and reinforce the institutional construction of compulsory education balanced development though improving the distribution mechanism of enroll student,optimizing running system of school group,and enhancing the service function of compulsory education.Third,we continually need to increase compulsory education investment through raising steadily the salaries of teachers,enhancing constantly educational infrastructure construction,and increasing the financial investment of rural compulsory education.Finally,we also need to continually strengthening teachers team construction of compulsory education through improving the cultivation and management of headmaster,promoting the construction of teaching staff,and enhancing the educational and teaching management in secondary and primary schools.
