When the policy of normal college students free educated just came out, it became the centre of public attention. Scholars started to go into the policy from the respects of sociology, economics and so on. For example, to discuss the cost and profit of the policy, to research the background of the policy.This study from the learning motivation and learning attitude empirical studying the situation of fee-free normal college students ,to take the comparison of the fee normal college students. Additional aim at the problem, put forward several propositions.The thesis used , and made by author. About 400 normal students in CCNU jointed in this survey.The research contained seven parts: the first part is about the background and meaning of this research; the second part is the Literature Review; the third part is about the theory base of this research; the fourth part studies the status of fee-free normal student's learning motivation and learning attitude. And to compare the fee normal students, the fee-free normal college students themselves' learning motivation and learning attitude are different because of gender, class and major; the fifth part has stated the outcomes of this research; the sixth part is the analysis and discussion .The basic conclusion of this study are as followed:1 The normal students including fee-free students and fee students, their learning motivation has no remarkable difference, they all tend to external learning motivation. But as to the dimension challenge, the difference is notable, the fee-free normal students prefer to challenge tasks.2 The learning attitude of the fee-free normal students and fee normal students are both positive. But just as to fee-free normal students, the learning attitude of themselves is distinct. The learning attitude of the male students is more positive than female's. At the same time ,the science fee-free normal students' learning attitude more positive than liberal students'. 3 The relationship between learning motivation and learning attitude is related. The level of learning motivation is higher, the learning attitude is more positive, the same as the relationship between learning attitude and result.
