Thus, the reform of foundation courses for new ideas, "layered teaching" came into being.Layered teaching is for the whole class of students according to ability level of the actual study. teachers teach the same content, from a gifted class, middle and hardships of students with different knowledge and based upon acceptance to the corresponding number of levels of depth and breadth of instruction for teaching, for students at different levels for this level best the requirements for all students, and comprehensively improve the overall quality, and promote the most suitable for each student in their learning environment to achieve the best development of educational activities.Layered teaching is for each student so that every student in the development of recent developments in the region, in line with the master learning theory, teaching theory, and optimization of the form of teaching and the development of theory, with full respect for the personality, the main embodiment of the students. It is an important tool to conducive for all students, a large area to improve the quality of teaching and promotion of quality education .In order to create a good high school physics layered teaching environment, First, we should liberate high school physics teacher thinking ,and create a good environment. Second, it is necessary to create democracy, equality and harmonious education environment. Third, it is necessary to create a good environment for teaching at different levels. Fourth, we must create a good evaluation at different levels of teaching environment.
