Nowadays the dropout rate of rural girls,especially that of those who are from poverty-stricken areas,is always higher than boys,which denotes that since childhood,girls have fallen far behind boys,and the distance between them will have a great impact on their whole life.Education is not only a means for cultural transmission and social development,but also it has the function of social roles distribution for human beings.If rural girls are not able to share the equal right to education as boys,they won't have access to fair social roles resource.What is worse,they will not be able to share the achievements of social development.In view of this,the author has conducted a research on the current situation and the ways of guarantee on the rural girls' right to education and the guarantee on it.This dissertation,by a study of the evaluation index system of the right to education,the right to education has been divided into three aspects:the right to admission chance,to obtain the necessary help,and to the complete education.The author has investigated the degree of the realization of the rural girls' right to education by the individual case study of County Minquan in He'nan province. By analyzing the data,author sums up the root for the rural girls' education right not being guaranteed and puts forward proposals for the guarantee of education right for rural girls.From the research,it is known that though the guarantee mechanism of rural girls' education right has been to an ethical transition to the rule of law,and the ftmction has been strengthened,but the rural girls' education right cannot be completely protected because of the problems such as the inadequate national protection,weakness of laws and rules,social environment and family economy,and also girls' self-positioning.On the basis of the problems,the author proposed the following solutions:(1)enhance the protection awareness of rural girls' right to education;to establish and improve the promotion mechanism of relevant policies and laws.(2)optimize the legislative principles of the rural girls' right to education and lay down the special administrative rules and regulations of the protection for the girls' education right.(3)set up the special financial expenditure for the rural girls and intensify the relief efforts for the girls from economically disadvantaged families on the stage of compulsory education.
