As a result of economic and social uneven development,the situation of education in china has the gap between the east and west areas,urban and rural areas.The imbalance of the development of education has been more prominent,and the most important manifestation is the great disparities in levels of teachers.Teachers are the key to the development of education,and determine the level of the high and low quality of education.With the implementation of the charging system of colleges and universities and the university integration,the function of normal education has been weakened in different degree.The development of education is the country's responsibility,we should not fully rely on the self-rule of the market to do well in education,the free education policy for normal university students is been carried out in the right time to solve the education problem of uneven development to a certain extent.It is a new education policy of the government,to make the adjustment of education to promote the development of education and educational equity in specific time background,to improve the function of normal education to train more outstanding teachers.The value orientation has the function of guidance.The choice of value orientation of education policy determines the effectiveness of policy implementation to a certain extent.Analysis of the value orientation of education policy choice,the government,such as the main decision-making in education policy,plays a key role.The government's will is the wind vane to guide the direction of the policy.The value orientation of government education policy takes educational equity as the first choice,this is an ancient and modern topics,even in the foreseeable future,we have to fight for the equity.Through the analysis of situation of China's educational equity and normal education,this paper has two main aspects of the conclusions about the choice of value orientation of the free education po licy for teacher-training students:the pursuit of educational equity and the direction of normal education reform.The achievement of the free education policy for normal university students is a complex and systematic project,needs for the strength of all sectors of society to participate.This paper mainly discusses the several aspects:popularizes the free education policy for normal university students to the local teacher training institutions;improve the status and treatment of rural teachers;develop a clear position of teacher institutions;strengthen the professional faith education of normal school free-charing students to service education.
