As China's higher educational system reform changes from"elite training"to"public education,"there appears a lot of newly-established local colleges which reformed from academies.After several years of development,these newly-established local colleges have achieved great achievements but they also have many problems,which badly affect the living and development of them.The research on problems of these newly-established local colleges' school characteristics is in favor of these newly-established local colleges to cast off the shackles of the old model,to clear philosophy,to integrate resources,to build special features,get into the rational development track and to achieve sustainable development.The article analyzes the main problems and its causes of newly-established local colleges with theory with practice by way of literature,comparison,and investigation,referring to the successful experiences of Dongguan University of Technology,based on which,the strategic ponder on school characteristics of newly-established local colleges is made.This thesis is composed of four parts excluding introduction.The first part firstly analysis,distinguishes and defines the basic content of "newly-established local college" and "school characteristics",make this as the basis of discussion.And then to take "principles of outer educational relationships","theory of the social function of colleges" and "theory on the popularization of higher education" as the based theories of newly-established local colleges' school characteristics.The second part analyzes the major problems and causes of newly-established local colleges' school characteristics,including the inter causes and outer causes.The major problems existing in newly-established colleges are:the errors of sponsoring thought, School conditions is poor,subjects and disciplines are unreasonable.The outer causes that make this kind of issue lie in the higher centered higher educational management and operation system and the lack of autonomous schooling right;the evaluating system of management is defect;unsound market competitive system results in disordered competition among colleges;unreasonable ways of equipments setting and strategies;while the inner causes are:the errors of the value on school running,the lost of University Spirit,the defect of internal management system.The third part analyzes the school running practice of Dongguan University of Technology.These experience enlightening meaning in the newly-established local colleges' school characteristics of schooling type,subjects,serving goals,educating objects,schooling specialty,etc.The forth part,it focuses on the strategic outlook on school characteristics of newly-established local colleges.Firstly,to improve the external environment of the newly-established local colleges,that is to say,to innovate the higher edueation management system,to innovate the single higher education assessment system,to perfect the institutional environment of fair competition,to innovate the way of resource allocation of higher education.Secondly,to exert newly-established local colleges' positivity and activity,that is to say,to choose the right school-running value,to raise education funds multi-channelly,to introduce a lot of good teachers,to perfect the internal management system of colleges,to nurture and shape the University Spirit.
