In the 21st century, newly-established local universities and colleges have been a very important part of Chinese Higher Education Team. In the very transforming period, there are four key elements that will influence the real development of such universities: faculty training, talents training, education achievements and social assessment. Thus, the faculty management has become the basic and the most important part of the management of newly-established universities and colleges.The author, focusing on the reality of current situation, tried to make a comparatively complete case study on Faculty Workload, the centre part of faculty management. Furthermore, the author would like to find a new mode for faculty workload management.The main conclusions come as follows:First, the future way of Faculty Workload management would like to be: Department-oriented Management. For carrying on such a mode, university leaders need to transfer their authorities to different departments or sub-level schools deans etc. Only in this way, the new mode can be carried on quite well.Second, in such a new managing system, the efficiency of management can be shown better. It can really stimulate the initiative of most teachers and encourage them to work in a good situation.Third, both the quantity and quality are the real cores in faculty workload management. Only two elements be concerned about, the efficiency of Faculty Workload management can be real achieved.Fourth, there are two formulae in the paper.
