The higher education organizations, especially the colleges and universities as axis organization in the modern society, undertake the sacred mission of training talents. Moreover, the period henceforth in our country is a transition one from elite to mass higher education and it is needed to guarantee the training quality of talents, so teaching quality is critical to train innovative talents to meet needs of the age in this process. Under similar circumstances, Inner Mongolia agricultural institutions of higher learning are also charged with task to train qualified talents for society, so it is important to discuss their teaching quality.In the present thesis, main factors affecting teaching quality are investigated, such as teachers, students and employing units. 140 teachers, 300 students from a representative Inner Mongolia agricultural university and two employing units are stochastic chosen. The results of investigation indicate: 1. The situation of deficient finance and inferior school condition is created because of the increase of enrollment and others; 2. The quality of inferior student resource at agricultural universities influences the teaching quality of undergraduates; 3. The curriculum content is obsolete, the utilitarianism of curriculum is thick and the humanism education is not valued; 4. The teaching staff is needed to improve; 5. The situation of graduate employment is not optimistic; 6. The teaching quality management is backward, and administrative decision remains to be its main way at Inner Mongolia agricultural institutions of higher learning.According to research on the present situation, the basic viewpoint in thispaper is the following. Firstly, the structure of teaching quality should be reconsidered, and the author holds that teaching quality should be defined by four essential factors. Teaching quality was composed of teacher's instructing quality, student's learning quality and teaching management quality according to the previous research. However, this paper holds that curriculum quality is also an important one devoting to the structure of teaching quality. In other words, teaching quality is composed of curriculum quality, teacher's instructing quality, student's learning quality and teaching management quality. Secondly, compared with the whole teaching process, teaching quality is a comprehensive and developing system, in which curriculum quality, teacher's instructing quality, student's learning quality and teaching management quality are four subsystems. Moreover, these four subsystems are tied closely and grow harmonically. The efficiency of system is more than the sum of the subsystems' ones. Thirdly, the training quality of talents is an important symbol to measure teaching quality. Finally, this paper holds that the total quality management theory should be applied into teaching quality management at Inner Mongolia agricultural institutions of higher learning, every link influencing the teaching quality needs to be valued, and teaching quality management should be improved to be "Perfect management" so that the central role of teaching at Inner Mongolia agricultural institutions of higher learning is established.
