School-based Curriculum Development (SBCD), which takes schools as the base, is an open, democratic and policy-making process of curriculum development. Its nuclear idea lies in that the activities of curriculum development should apply to the situation of each school , so as to enchance the applicability of school curriculum and satisfy diversified needs of different students. As one of the compulsory courses in Chinese elementary education, English is growing more and more important. With the informationization in social life and the globalization of the economics,English, which is one of the most important carriers of information , has become the most widely used language in all parts of human's social life. Greatly affected by College Entrance Examination, the traditional English teaching method has mainly focused on English knowledge teaching, paying little attention to the development of students' abilities. Moreover, this kind of teaching method has also neglected the development of students' emotion and attitude and the improvement of students' attainments of culture and literature. Therefore, it has pratical significance and long-term value to develop school-based curriculum in senior middle schools. There are three main reasons: establishing the characteristics of school English teaching, promoting the healthy development of student charaters, improving the teachers' professional qualities. After studying the case of English SBCD of my school, I know that SBCD needs some conditions to put it into practice,such as, getting support from English teachers who are taking up English course; having the specific aims of courses and taking the education purpose as starting point. At the same time, teachers' cooperation ,discussion and reflection should also be paid attention to. At present, there are a lot of problems in developing school-based English curriculum in high school.1) Teachers' education ideas are backward. They can't fully understand the spirit of new curriculum and SBCD. In traditional teaching, teachers are the center of teaching process. Teaching activities are only limited in classroom and excluded all the other activities. 2) Teachers' teaching task is too heavy, which influences teachers' motiviation. Teachers have no time and no energy to search the school-based resources.3) Teachers haven't been well prepared for the roles of participants. Their curriculum qualities should be improved. Traditional teaching ideas lead to the lack of teachers' curriculum awareness and curriculum theories. And these reduce the teachers' enthusiasm for participating in SBCD.4) Teachers' long-term bad teaching habit is another contributing factor. Their working ways should be changed urgently. As teachers have got used to the unchanged traditional teaching ways, they show indifference attitude to the new curriculum reform. Therefore, teachers' long-term bad teaching habit has become one big obstacle to the implementation of the policy of SBCD.5) The resources of school-based curriculum are short of. The system of sharing the resources should be built up. This mainly appears in three aspects: the schools are short of curriculum resources , such as people and money; The teachers don't know how to search school-based curriculum resources; There exists "self-centred" block phenomenon. 6) The assessment system hasn't changed . The assessment system of SBCD hasn't set up yet. For a long time, assessing a school, a teacher or a student is judged according to the student's marks. This kind of assessment system has not only restricted SBCD, but also hamper the development of students' interest in English learning and the improvement of their comprehensive abilities .The following solutions can be adopted to solve the problems above.Change the teachers' education ideas. Foster their awareness of SBCD.Reduce the teachers' teaching task in order to enchance their motivation in participating SBCD.Strengthen school-based training so as to improve teachers' cur...
