With the development of China’s basic education reform, three course management system continuous development and improvement, to ensure the implementation of the national curriculum based on local and school have more course management rights. Beijing is China’s political, economic and cultural center, rich universities, social power resources, a good primary education development, but at the same time there is an imbalance in the distribution of educational resources and other issues. Beijing since September 2014, by universities, social forces to participate in and support the development characteristics of primary and secondary schools in order to promote the harmonious and orderly development of school sports, aesthetic work, improve students’ physical fitness, aesthetic and cultural literacy. Promoting school characteristics and diversification, balanced educational resources, strengthen cooperation and build universities and primary and secondary schools. Beijing Sports University, as an active participant in China’s sports undertakings, Haidian District, Changping District, a total of five primary schools to cooperate to promote the specialization and diversification of the school curriculum, extracurricular clubs and sports activities. In this paper, literature, questionnaires, interviews, field visits, mathematical statistics and other research methods, through the Beijing Sports University, the high participation of small projects co-Schoolbased curriculum implementation to survey and analyze the implementation based curriculum, investigate its shortcomings in the implementation process, in order to provide a reference for the implementation of the future based curriculum.By studying the following conclusions:(1) physical education school-based curriculum content is rich, interesting and entertaining, conform to the grade one students physical and mental development characteristics. Objective is clear, has maneuverability and practicality, but should be based on the elaboration curriculum goals.(2) most sports school-based curriculum teacher for the school graduate student, scientific research ability and professional and technical capacity is higher, but lack elementary school regular physical education teaching experience, in addition, the teacher of liquidity is bigger, is bad for students to develop good study habits. Classroom teachers and university teachers communication is not timely and fewer, and communicating with teachers in the elementary school sports more cooperation opportunities.(3) to strengthen the school-based curriculum teachers teaching ability at the same time, should pay attention to the subject status of elementary school physical education teachers, gradually to the elementary school physical education teachers train to become an important force in school-based curriculum development and implementation.(4) the sports equipment and facilities basic can meet the needs of teaching, but there is still a primary school will be equipped with equipment of school-based curriculum in place.(5) the student to the school-based curriculum, teachers and higher satisfaction of self-expression, interested in courses is relatively strong, like running, jumping, trampoline, balance beam and so on.(6) the main factors influencing the sports school-based curriculum implementation is the lack of teaching experience, the location equipment insufficient resources and lack of teaching hours. The construction of campus sports culture is still the weak link of curriculum construction.
