With the rapid development and changes of our society,moral education is being faced with a lot of new situations and problems in our schools,in which the most seroous is the inconsistent moral eduation in our primary schools,junior middle schools and high schools.The problem is featured with simple and repeated contents,unchanged approaches and incomplete assessment systems.To aim at the problem of the combining loosely management with implement in moral education of high school and primary school, Education Bureau of Changsha began to carry out the integral project of moral education of high school and primary school in 2005. "The complementary view of the integral project of moral education in high school and primary school of Changsha " was issued in 2006. It is to set up a moral education system with Changsha feature in school. It will combine lengthwise and run through widthwise, advance gradually in level and rise in helix. In the complement procedure of the project, we can further promote the effective combine of the management of the moral education and improve actual effect in work, by reporting subjects in province, establishing experimental school and strengthening theory research and work communication.After a series of research and practice of different levels and aspects in school, I think the key to strengthening and promoting the combine of moral education management is to analyze the stages and factors of moral education in school, by researching the local condition and teenagers' different demand in different stages. On this ground, we must design integrally the goal, standard systematically the content, improve scientifically the method, widen hard the way, build and perfect the management rule. And therefore we can reach the serialize of the goal, layering of the content, variety of the method and regularity of the activity. Because of constant reform and innovation, we achieve great success in moral education in Changsha. The experience of our city has been recommended in the magazine "People Education" by national education department.
