In the1990s,"the decision about deepening education reform and promoting quality education" carried out from CPC Central Committee and State Council states that implement national, local and school level management to and promote the acquirement that the curriculums should adapt to different regions and schools. This decision put the school curriculum management formally in the management structure of the new curriculums, so that the school has real curriculum management autonomy."Basic Education Curriculum Reform (Trial)" issued by the Ministry of Education at June8th in2001states that implement national, local and school level management to and promote the acquirement that the curriculums should adapt to different regions and schools and enhance curriculums’adaptability to local schools’and students’adaptability.The10th middle school in Yanji City, began to construct the venues and equip the appropriate teaching equipment, recruit professional sports teachers, which the school-based physical education and health curriculum-aerobics and kickboxing class needed, in2003. It achieved good results. In this paper, we will evaluate the school-based curriculum management of the10th middle school in Yanji city from the point of school-based curriculum management based on the school-based curriculum theory and curriculum management theory, and put forward proposals for school-based curriculum management.The conclusions of this paper are as follow: The experiences of the10th middle school are worth learning. Sports and health courses are suitable for the implementation of school-based curriculum. Carrying out kickboxing and aerobics as the content of physical and health education curriculum is appropriate to realistic of Yanbian. Objective of the course managers is clear. On the other hand, there are also some deficiencies during the manage process of10th middle school which lead to the failure. First of all, the10th middle school did not establish a long-term effective management mechanism. Secondly, the10th middle school failed to ensure the suitability of school-based curriculum management system. Finally, the problems of management of school-based curriculum are the main reasons for the failure of ten school-based physical and health education.The recommendations are divided into two parts. First of all, the new headmaster should give full attention to carrying out physical and health school-based curriculum. Secondly, based on the new circumstances, school-based curriculum plans should be cleared and school-based curriculum should be continued. Thirdly, management system should be established and accountability and evaluation mechanisms of school-based curriculum management should be added. Finally, Teacher training should be valued, and objective of school-based curriculum should be suitable with human resource structure. The Recommends for physical and health school-based curriculum management of junior high school are as follow. First of all, according to the definition of school-based curriculum, school-based curriculum program should adapt to local conditions. Secondly, during the process of course management activities, the division and principles should be implemented, and school-based course management system should be established. Thirdly, relatively complete management evaluation system should be established. Fourthly, the school-based management approach should be abide, t he principle of school-based curriculum management should be carried. At last, during the process of school-based curriculum, Textbooks and teachers should be well managed.
