Compulsory education is the foundation of national education, and it is mandatory, free, and universal.At the end of the 20th century, China has made great achievements of accomplishing nine-year compulsory education. However, due to historical and institutional causes of basic education, there appears an increasing tread of unbalanced development, especially compulsory education which not only does great harm to the fairness of compulsory education, but also violated the requirements that the purpose of compulsory education is to ensure educational rights and equal opportunities. Educational fairness is a prerequisite of social justice. Today, as China has begun to focus on protection of basic civil rights and social justice, the balanced development of compulsory education has become the common concern in people's livelihood, an important part of education reform, and the important subject of research field.Since the 1990s, our country has taken lots of measures to promote the balanced development of compulsory education, and also achieved good results, but there still exist some problems to need further research to find effective solutions, such as insufficient capital investment, imperfect policy and system, gaps between different areas, different urban and rural, and different schools. In this paper, through a large number of visits to research and different literature materials, the thesis analyzes the current situation of the balanced development of compulsory education in Bengbu, Anhui Province, with emphasis on balanced development of compulsory education in Bengbu City, analyzing the performances, the causes, and presenting unique insights and recommendations.This thesis consists of four parts. Part 1, introduction, mainly describes the background and significance of research, literature review and research methods, the theoretical basis in the balanced development. Part 2, the analysis of the balanced development of compulsory education in Bengbu City, introduces the specific performances of the balanced development of compulsory education in Beng Bu, points out the negative effects of unbalanced development. Part 3, mainly analyzes the causes of unbalanced development of compulsory education, such as educational philosophy, policy institutions, educational financial investment etc. Part 4 puts forward a number of concrete proposals for seeking balanced development of compulsory education in Beng Bu, in the light of the responsibility from the government, financial security, and supervision mechanisms.The innovation lies in this, it puts forward some effective suggestions to promote the balanced development of compulsory education in Beng Bu, through the depth investigations, studies of present situation, and the causes of the unbalanced development of compulsory education in Beng Bu.
