The study try to build a post-graduate education organizational structure in research university, which is in line with the operation of the Graduate School system and the development of postgraduate education.In this organizational structure, post-graduate education become the main body of research universities, there is reasonable power configuration in graduate education system, the organizational structure of postgraduate education can be a very good balance among different objectives of graduate education. Constructing such organizational structure of postgraduate education depends on the concerted efforts of the government and the universities. The Government should continue to implement macro-control, but should change the ways of management, giving research universities much more autonomy. For universities, they must adjust the organizational structure of postgraduate education actively, reorganizing resources of graduate education in order to continuously improve the effectiveness of resource utilization and the quality of graduate education.
