Secondary vocational education is an important component of the modern national education system in China. Secondary vocational schools refer to those which are approved to be established and put on records by the relevant government department based on relevant state regulations, which carry out the secondary education. The development of secondary vocational education is promoted by the government, which were marked the imprint of administrational management at the very beginning of their foundation, no matter they were turned from regular middle schools or were founded under the planned economy system. Based on the research on the special management and particular environment of the secondary vocational schools to make a correct understanding of the culture background of such secondary vocational schools, the author finds out certain tendentious rules and characteristics of secondary vocational schools.Secondary vocational schools have their own unique mission, features and unique management concepts, for instance, the concepts of serving market, practice first, professional ethics throughout education and individualized resource management and so on.The implementation of the personalized management of secondary vocational school also requires certain conditions as the formulation of personalized development strategies, the implementation of autonomy in running schools, selection and training of highly-qualified headmasters, building school culture under the influence of enterprise culture, carrying out the personalized management and the system of personalized educational evaluation.Conclusively, the author tries to help the administrators to set proper management concepts, create the conditions to promote the development of scientific management in vocational schools and push forward a rapid and effective develop of the secondary vocational schools in China.
