Nowadays, what’s behind the surface of the appearance of the livelihood prosperity and economic booming in YANBIAN area, but it hidden problems that supports region sustainable development of competitiveness is decreasing than before, and face the risk of further weakness in the future. This research suppose that the history of reasons why caused this problem was that there were the loss of human resources for a long time, lack of effective human resources development as well as in various professions in the field of human resources competency gaps, which the difficulties and challenges is how to reserve a large number of qualified human resources in the future. This research was talking about the competency of college students, which is to reflect region needs about the problems of human resources and human resources development from another angle, in order to explore the possibility if talents who are cultivated at area’s university will contribute to the development of the area. As potential high-level human resources, college students will play various roles in the field of society, positions of their respective competencies related to the contribution of regional competitiveness. Different social positions ask for different competence, although it’s hard to accurate forecast college students’real competence, we can still forecast some stable factors by their inner thoughts, especially internal motivations, traits, values, attitudes and so on, which are stable for a long time. This article is based on the view of the development of the human resources, compared with the internal competence of college students. This study found that different mode of education and methods have different impacts on the competence of college students. In addition to, different cultural setting and background also have different impact on it. The starting point of research is expected to further realize the internal competence level of regional college students by comparison to explore the possibility if talents who are cultivated at area’s university will contribute to the development of the area. These search’s result found that there are some significant differences in the values of career, personality traits between YANBIAN University and Institute of Science&Technology’s students on the internal competence. There are some significant differences in the values of career, personality traits and motivation for study among Korean students, Han students and other national students on the internal competence. There are no significant differences in internal competence from different areas’students.
