In the era of knowledge economy, Technology talents have become the basis for the development of science and technology, become a key factor of the capability of independent innovation and Scientific and technological competitiveness. In addition, Technology talents have become the focus of competition among different countries, regions and enterprise, become a scarcity strategic resource determining the fate of a business and organizational, also the most important factors of the regional economic development; the most important factors to realize the regional economic development, must on science and technology human resources and economic development to coordinate, optimization and control. Technology talents increasingly fierce competition make Technology talents in the domestic more frequent flows, which have significant influence to the quantity, quality, structure for regional technology talents. Inner Mongolia region because of the natural and economic conditions, to achieve the rational flow of talents is difficult.
