In the era of knowledge economy, Technology talents have become the basis for the development of science and technology, become a key factor of the capability of independent innovation and Scientific and technological competitiveness. In addition, Technology talents have become the focus of competition among different countries, regions and enterprise, become a scarcity strategic resource determining the fate of a business and organizational, also the most important factors of the regional economic development; the most important factors to realize the regional economic development, must on science and technology human resources and economic development to coordinate, optimization and control. Technology talents increasingly fierce competition make Technology talents in the domestic more frequent flows, which have significant influence to the quantity, quality, structure for regional technology talents. Inner Mongolia region because of the natural and economic conditions, to achieve the rational flow of talents is difficult. Eastern and Western differences in the level of economic development have led to imbalance in the brain drain; industrial restructuring led to the irrational structure of the flow of talent; the imperfect talent management system resulting in the coexistence of talent shortage and waste; talent supply and demand imbalance, talent supply and demand imbalance, market allocation fundamental human resources issues such as the role of lagging behind, have become a major bottleneck restricting economic and social development in Inner Mongolia. Therefore, it is of significance both in reality and in strategy in the long run, to investigate objectively and systematically the issues and the strategy of talent flow in Inner Mongolia to accelerate talent flow.By dialectic consideration, literature search, comparative research, surveying and system analysis etc., the dissertation reviews the theories of talent flow at home and aboard. And then it discusses the current status of Sino-foreign talent flow. The current statuses of talent flow in Inner Mongolia are discussed in the round. Secondly, the influencing factors of talent flow in Inner Mongolia are discussed from the macro and micro levels. Finally, the dissertation gives the strategies to make talent flow reasonable from the aspects of system, industrial structure, environment, Personnel intermediary services and so on. The management of talent flow. though these studies, provide reference for the flow of talent management in Inner Mongolia region, so as to promote scientific and technological talents in Inner Mongolia a reasonable and orderly flow, promoting regional economic development.
