This thesis attempts to show the true picture of the socio-economic environment, development process and reforms of the compulsory education in Nigeria by analyzing a large number of literature data which from Nigeria and interviewing some educational administrators in Nigeria, a United Nations adviser on African affairs and a Chinese scholar who had ever visited Nigeria for education. On the base, this thesis, in combination with the historical context of the compulsory education policy, analyzes the reasons that the compulsory education policy result from, the policy content, its effects and the existing problems the policy faces when implementing. we hope that the western district in our country and other developing countries can get any inspirations from Nigerian compulsory education policy which are helpful to their compulsory education to maintain a sustained, sound development. There are five parts in this thesis.The first part analyzes the literature data related the compulsory education in Nigeria, developing and developed countries, then generalize their measures for improving compulsory education respectively. On base of defining the key words, it stresses that the Universal Basic Education policy is just the compulsory education policy in the course of implementation.In the second and third parts, the main points involved are the influence that the eco-social environment makes on the basic education. At the same time, the third part analyzes the problems existing in the course of the implementation of compulsory education policy. This can show the historical and policy background of the compulsory education of the new compulsoty policy clearly.Part Four is the core of the thesis. It analyzes the promoting force to the education policy, the policy aims, implementation measures and its realistic challenges. Especially, it comes into focus on the analysis of funding, teachers, gender equality and the educational balance which are commonly concerned to the developing countries. This part tries to show the results of the compulsory education policy by comparing the policy aims with the realistic challenges, then makes a conclusion that it's difficult for Nigeria to attain its predetermined policy targets on time.On base of the analysis of the compulsory education policy in Nigeria, the fifth part makes suggests that the western district in our country and other developing countries should rely on their own realities, to manage and teach in accordance with the law, consolidate the fund security system and build management capacities.
