With the popularization of higher education, quality assessment has been attended more and more widely. However, the existing evaluation system is mainly made up of officials, university administrators, teaching authorities, scientific experts, who are assigned by the government. The aim of quality evaluation focuses on the input and output of higher education, but not the process of it. Besides, the guidelines are so simple that they can not apply to different types and levels of higher education. What's more, the worst of this system is the absence of the core stakeholder—students.One of the outputs of higher education is service, and students are the core stakeholder in higher education. Quality assessment must value the process of higher education. The researcher makes a questionnaire which divides the process of higher education into seven sectors to assess the student satisfaction and the quality of higher education. After analyzing the data from the questionnaire, the researcher finds that most college students are not so satisfied with the service of higher education, and different types of student have different feel about the service quality.Therefore, the researcher suggests that higher education institutes should try hard to improve the service quality. It is very necessary to establish a new evaluation system which will include student satisfaction survey and will publicize the outcome of student satisfaction survey.
