The centered concept of new curriculum reform is to train innovative spirit and practical ability of students, the spirit of innovation needs problem awareness, practical ability strained in the process of problem-solving, and the first step of problem-solving is to create problem situation. Traditional emphasis on classroom physics teaching is to impart knowledge, ignored students'initiative, development and motivation, even excluded the problem awareness of students, therefore, students rarely ask questions or the questions posed are not valuable, lowing students'problem-solving ability and the sense of innovation, which is to obliterate the personality of students and the development of expertise. It is mentioned in the proposals of exploiting and utilizing physics curriculum resources and curriculum standards of new generation that reasonable development and utilization, promoting utilization of the resources of comprehensive and harmonious development, can help students'active learning with physical science and explore students'ability of scientific inquiry and innovative spirit. Curriculum resources in Inner Mongolia are very rich, physics teaching of Mongolian secondary school should explore the use of problem situation for teaching on the basis of actual situation of the region, which, effective for the creation of physics curriculum resources, have regional advantages and strengthen the nation's characteristics. This not only helps to stimulate students'problem awareness and cultivate the innovative spirit and practical ability of them, but also have great importance for accelerating the implementation of new curriculum in Inner Mongolia.With the guidance of constructivist learning theory, situational awareness and situational learning theory, emotional theory of situational creation, research-based learning theory and the theory of subjective participation, this study, depending on the Mongolian secondary school physics teaching, aiming at the problems in current Mongolian secondary school physics teaching, applies the resources of Mongolian cultural life for creation of problem situation and physics teaching of Mongolian secondary school in an attempt to stimulate students'national sentiment, mobilize students to learn, improve studying achievement, cultivate problem awareness of them and enhance their inquiry ability.This paper, guided by the specific principle, the illuminating principle, the developmental principle, combined with mechanical knowledge of secondary school physics, thermal knowledge, electromagnetics, acoustic knowledge, utilizes the cultural resources of Mongolian food , sports, material and arts to create the problem situation. Six classes of West flag No.2 middle school in Hulun Buir League, are divided into experimental class and control class. Case practice is carried out in the experimental class, while the control class is educated conventionally. Through questionnaires, interviews and contrasting examination results, we investigate that students in the experimental class whether have significant changes in respect of learning interest, memory, consolidation, migration, and problem awareness. The results showed that: in Mongolian secondary school physics teaching, the use of curriculum resources of national characteristics for creating problem situation, can contribute to strengthen problem awareness of students, improve their ability of understanding and mastering knowledge and integrating theory with practice, promote their learning memory and consolidation, cultivate their inquiry spirit, advance their ability of inquiry and innovation, deepen their understanding of the national culture, and enhance the awareness of physics teacher in Mongolian secondary school for exploiting and utilizing the curriculum resources of ethnic characteristics.In Mongolian secondary school physics teaching , the use of curriculum resources of national characteristics for creating problem situation is feasible and effective.
