21 century is a knowledge economy age. With the development of social knowledge technology, market competition is more and more fierce, and the competition of world economy comes down to the competition of talents. In modern society, not only numbers of research and design technology talents with high techniques and theory are required, but also a lot of skilled talents with abundant practice experience, diligence to job and perfect skill are needed. Shortage of high skilled talents has become a hot problem to settle down in China. As the cradle to cultivate skilled talents, higher vocational college take the responsibility of bring up high skilled talents. However, with the increase of graduate amount, the conflict between talent cultivation structure, criteria of higher education and social requirement stands out gradually. Graduates' employment difficulty has affected the social harmonious development, and graduate's employment is the key and difficulty of higher vocational colleges. At present, there are great problem in high skilled talents cultivation and graduate's employment at higher vocational colleges. And the talent cultivation model and employment management need improvement.This paper applies literature review, comparative research method, etc. to discuss the concept, meaning, and the existing problems of higher vocational colleges around the world. And the concept, characteristics and inscapes of talent cultivation model in higher vocational colleges are discussed, too. Taking employment market as the investigation site, the knowledge and ability requirement that high skilled talents in higher vocational colleges should have are analyzed. And based on the state-of-art of high skilled talents cultivation in our country's higher vocational colleges, reference the overseas experience, whole process management model oriented employment for higher vocational colleges is proposed. In this model, the objective the students in higher vocational colleges, and based on the market requirement, the speciality setup, course development, and practice-study integrated cultivation model are set up. Therefore, human resource management of the college is innovated, and the whole process employment guidance service is established, and comprehensive high skilled talents are cultivated, employment rate is improved, too.
