With the rapid development of education information, the content of theteachers’professional development is becoming enriched. Teachers must have theeducational technology capability. Countries around the world have developed thecapacity of education technology standards for teachers in order to strengthencapacity-building of teachers’educational technology. China promulgated TheEducational Technology Capacity standards of primary and secondary schoolteachers in2004, and the ministry of education has started up “The building projectof Education Technology Capacity of countrywide elementary school and middleschool teachers.” Along with the promulgation of “Educational Technology AbilityStandards for Primary and Secondary School Teachers”, the training projects havebeen gradually carried out among the country, how to monitor the quality of thetraining, how to evaluate the trainees’ performance effectively has become an urgentproblem.Along with the advent of the information age, learning environment, learningmode is enduring a tremendous change. How to make use of the advantages ofinformation technology to monitor the quality of the training, evaluate the trainees’1earning process, is the focus of the research in teacher education and teachers’training in information technology environment.The paper is composed of five parts: the first elaborated this paper’s background,the research goal, the significance as well as the research technique, the core concept,and summarize the present literature and present situation of the research; Thesecond part is elementary theory of education informationization appraisal; The thirdpart starts from the characteristics of teachers’ educational technology capacity andtraining standards outline, the research uses the current research at home and abroadfor reference, establishes the more scientific evaluating indicator system. Weresearched on the establishment of evaluation index, the index weight, and datacalculation. The forth part use three cases to demonstrate the practical application ofevaluating indicator system. The five part is a conclusion, in order to determine thedirection for following research.
