As times develops, the function of education in the society has already obtained more and more values from social various aspects , on one hand, teachers' social position is enhancing unceasingly, but on the other hand, the people are also getting higher and higher expectation,request as well as quality from teachers. In this case, the teachers must develop themselves,consummate themselves unceasingly to adapt the new century challenge and the request of new curriculum reform. The enhancement of teacher quality not only relates the success or failure of the educational reform, At the same time, it also immediately influences educationobject------students' development. Because teachers are the main body in the schoolwho exerts the education influence to the students and implements the important responsibilities for the all-around developmental education. Teachers' individual quality,the Ideology morality,the outlook on life,the world outlook,the state-of-art even conversation manner can produce silent influence to the students .This kind of effect for students was life-long. The school's development depends on the teachers; Students' development depends on the teachers; while the teachers' development depends on evaluation. Scientific,comprehensive,reasonable evaluation which is implemented to the teachers, is the only way out to improve the education quality .However, the traditional teachers' evaluation didn't arouse teachers' interest or stimulate teachers' enthusiasm , even it caused the teachers' resisting and loathing. In recent years, the people start to examine the teachers' evaluation again carefully and pay more attention to the important significance of the teachers' evaluation to the teachers.Under the background of the new curriculum reform, the teachers' evaluation is becoming an educational topic day by day. Our country's ideological and political education has the extremely important discipline status in the elementary education, The politics teachers have the important role in the education development accordingly, In other words they are shouldering to model the nation soul. Therefore the specialty development of politics teachers becomes a very important research subject. This article will be based on the traditional teachers' evaluation system to propose the evaluation idea that conforms to the new curriculum reform .This article mainly includes four parts:We must first understand the teacher evaluation if we conduct the high school politics teachers' evaluation study. Therefore this article begins with the teacher evaluation definition to attempt to clarify the domestic and foreign teachers' development degree and to explain the background,the significance and the method of the paper research. It makes us clear that the developmental teachers' evaluation is inevitable request for teacher specialty development. under the background of new curriculum reform .this is the first part of content.The second part elaborates the theory research of developmental teacher evaluation.The third part investigates present high school politics teachers' evaluation situation, discovers the questions and analyzes the reason which the questions produce, Its target is to lay the foundation for the carrying out developmental teachers' evaluation and constructing the new system.The fourth part aims at the questions, constructing the new system from the different aspects, this part is the article key point and the difficulty.
