Teachers with high quality is the basic guarantee for the high-quality education. To display teachers'functions in education, teachers themselves should improve their quality and professional morals. Furthermore, a reasonable and effective system of teachers management is also important. With the development of the reforming in quality education as well as in students evaluation, teachers evaluation is gaining attention and becoming the focus in the field of education. In The Announcement by the Ministry of Education about Enforcing the Reforming in the System of Evaluation and Examination in Primary and Middle Schools delivered by the Ministry of Education in 2002, it is pointed out that"the reforming in the system of teachers'evaluation should accelatate the construction of teachers'professional morals, promote teachers'vocational level, so that a new type of multi-dimensional system of teachers'evaluation which is helpful for the enforcement of quality education and the display of teachers'creativity can be set up."However, it is stipulated explicitly in the 34th item in Law of Education that the regulation of teachers'qualification, post and employment is carried out in the nation. Teachers'quality should be improved by means of evaluation, cultivation and training. Law of Teachers also stipulates in its 24th item that whether a teacher should be employed in teaching, whether his income should be increased or whether he should be rewarded or punished rely on the result of his evaluation. As the evaluation of teachers has close relationship with their interests such as speciality development, the grade of the title of professional post, the election of the advanced individuals, their incomes, etc. The theretical research on teachers'evaluation has been divorced from the practice.Early in the year 2008, Shandong Province took efforts to standarize the setting up of schools and pursue quality education. As the higher educational authorities controled the grades in the entrance exams to high schools and colleges, the traditional system of evaluating teachers in primary and middle schools were striken seriously. This is the problem the currently on-going reforming in the new curriculum needs to solve. Based on the research and consideration of the current system of teachers evaluation in Shizhong District in Jinan, this article puts forward the plan of a compound evaluation of teachers. Through the study of the strategies to the compound evaluation of teachers, this article aims at promoting teachers'speciality development, enabling the schools and teachers to develop scientifically as well as continuously.This article consists of four parts:Part one: Introduce the current research at home and abroad on teachers evaluation, put forward the object, train of thought and the approach of the research.Part two: Through the research into the reforming in teachers evaluation in Shizhong District of Jinan, analyze the main change in the current reforming in teachers evaluation and the delemma it has come across.Part three: Based on the definition of the compound teachers evaluation, analyze its nature and point out the practical significance of constructing the theory of a compound teachers evaluation.Part four: The main part of the article, through a case study of a compound teachers evaluation in reginal education, puts forward four basic strategies to the fulfillment of a compound teachers evaluation, namely, human-oriented evaluation: combine traditional evaluation with developing evaluation, use awards and punishment properly in development, promote development with awards and punishment; multipliztion of the subject of evaluation: combine bself-evaluation with evaluation by others, achieve the cooperation and interaction among multiple subjects; more dimentions in the content of evaluation: combine the basic index with developing index, care for teachers'individual needs; a rich variety of evaluating approach: combine teachers'development with that of the school, set up a system of bilateral evaluation.A compound evaluation of teachers is a new concept of evaluation. Facing the delemma in the practice of both traditional and developing evaluation, it uses certain strategies and approachs, gives full play to their advantages, avoid their disadvantages, and make them an intergral whole. Definitely it is not a simple plus between traditional and developing evaluations, rather, it is which is based on theoretical consideration and practical research as well. Immature as it is, hopefully, it can provide positive reference to the currently stagnated evaluation of teachers, especially to the reforming of the on-going teachers evaluation in primary and middle schools.
