This paper studies the free and compulsory education enrollment status of the children of migrant workers from the perspective of the education system ethics. This article investigates the Changsha free and compulsory education of children of migrant workers access through the use of interview and literature, and analyzes the institutional factors that affect the children of migrant workers in Changsha City to receive free compulsory education, and summarizes the result. This paper comes up with strategies and tactics. This study is divided into five parts:Chapter One: this part summarizes the result related this research, elaborates the reality and theoretical significance of this study; the theoretical basis; the basic concepts; research methods; innovation.Chapter Two: this part discusses specifically the theoretical basis from Rawls"A Theory of Justice", and applies to the construction of the ethics of the education system, and laid a theoretical foundation.Chapter Three: this part investigates the enrollment status of the free and compulsory education of children of migrant workers in Changsha City from aspects of the intrinsic value/the value of instrumental and substantive fairness through the use of interviews, and analyzes the enrollment status of the children of migrant workers. The results showed that the situation of children of migrant workers to receive free compulsory education in Changsha is constantly being improved.Chapter Four: this part analyzes the institutional factors that affect the children of migrant workers in Changsha City to receive free compulsory education based on the above study. Those institutional factors include mainly the free and compulsory education system; with the household registration system linked to the school system; education funding system; supervision of safeguard mechanism.Chapter Five: this part summarizes the result of this research and put forward the following five solution based on the above research and investigation: improving the enrollment system of children of migrant workers; reforming free and compulsory education system; increasing financial input for education; protecting right school of children of migrant worker from the perspective of the legal and institutional; improving the education aid system of the children of migrant workers.
