Private secondary vocational schools play a very important role in Chinese education. Especially during the rapid economic development nowadays, it shoulders the important task to train millions of basic skilled workers. With the government increasing its emphasis on vocational education, the secondary vocational education has enjoyed a great improvement in recent years. However, there are still problems existing in many areas, such as policy operation, social environment as well as the schools themselves, especially for private secondary vocational schools. And the problems are more severe for Henan Province, whose economic development is relatively backward and has huge human resource.Using Zhengzhou City, the capital of Henan as an example, in the large context that the population of school age is gradually decreasing, the competition among secondary vocational schools is more fierce. It is trying to analyze the root of problem systematically by figuring out the external factors affecting private secondary vocational schools such as policy, population, culture, and also the internal factors such as ineffective management by school itself. Then it brings forward strategies to solve the problems affecting the development of Zhengzhou private secondary vocational schools, which are to strengthen the policy support, emphasize on teacher training, address enrollment and employment problems, link specialty to job market, diversify education development, participate in government projects actively and manage the school brand, etc.The author has read a lot materials related to private secondary vocational schools. By focusing on qualitative research with the combination of quantitative analysis, and closely relating to the real facts of Zhengzhou city development, the author has collected comprehensive and abundant perceptual materials, which accurately reflect the current real situation of Privately-run secondary vocational schools in the central region. Based on relative research, this thesis utilizes the knowledge and theory of statistics, management science and other subjects, to conduct deep analysis and bring forward the systematic strategies. In the aspect of creativity and thinking, the main accomplishments of this thesis are as following: in the large context that the economic and industry level is constantly rising, the population is decreasing gradually, the number of school age is constantly decreasing, especially after the financial crisis, the government is gradually launching the policy of boosting domestic demand. In the central city like Zhengzhou whose economic development is relatively backward, private secondary vocational schools have to adopt a series of systematic strategies for the school development, such as adjust specialties offered to adapt to market change, establish the long term development plan which caters for diversified education development as soon as possible, focus on the systematic problems such as brand development etc.
