Party and government human resource is an important part of the human resources, which is an important position in the "talent power" strategy. Primary party and government talents is in China account for the vast majorities, which capacity building of the situation is direct impact on and determine the party's leadership and governance capacity.In this paper, it determines primary party and government talent capacity-building for the study of the subject, mainly from the horizontal and vertical aspects to consider. Talent was divided into three categories: government human resource, business managers and technical professionals. This is the horizontal integration of party and government talent from the largest category of human resource separated. From the vertical, according to the standards of human capacity is divided into senior, intermediate and junior. The party and government human resource at different levels corresponds to the capacity of the standard should be different. This article mainly study the party and government talent of Pixian, and empirically research on their ability and capacity-building of the current state, in order to enhance the comprehensive capacity of the primary party and government talent, and improve the party and government leaders training, selection, assessment, incentives, and other mechanisms to appeal to primary party and government to create a good human resources capacity-building of social and cultural environment for the conduct of its comprehensive capabilities.This article is divided into five parts for research. The first part is the introduction. It set out the background and significance of this paper, and then reviewed the content of domestic and foreign-related research, in order to lay the foundation for the back part. The second part is basic theory of primary party and government's talent capacity-building. The third part, Pixian party and government talent capacity-building analysis. The fourth part, it makes measures and recommendations of Pixian party and government talent capacity-building. Finally, the full text of sum up, analyzes the lack and follow-up study on the proposed recommendations.Through the empirical analysis, the primary party and government human resources capacity-building research can draw the following conclusions:At first, to establish and improve the capacity and performance-oriented," open, fair, competitive, merit-based" on the principle of selection and employment mechanism.Secondly, to enhance the capacity of the core, improve the mechanism for primary party and government personnel training.Thirdly, it is necessary to establish a scientific assessment and effective incentive mechanism for primary party and government personnel system to provide capacity-building and security units.Fourthly, the rotation of cadres is to optimize the exchange of primary party and government personnel structure of the primary party and government personnel to enhance the vitality of an effective way.Finally, the whole of society need to create a "capacity building" social values and cultural atmosphere, the emphasis on "lifelong learning" concept, so as to promote primary party and government personnel the ability to optimize and improve.The innovation of article is: 1. From the topic, most of the current study did not distinguish between different levels of party and government talent, but this article is narrow the scope of the study to engage in a more primary work of the talent, the predecessors are less in-depth study. 2. From the research methods, this article uses the literature analysis, a comprehensive analysis, study analysis and case analysis, and so on; 3. From the mainly point of view, the main point of view of the above, is also author of the article's point of view of innovation.
