Teacher professional development has become a new international trend of teacher education. Educational Technology is not only a part of teacher professional development, but also a tool for teacher professional development. Therefore, to develop teachers' pre-service education, and enhance the training of teachers' educational technology ability from the source is important to teacher professional development. Currently, the majority of primary and secondary school teachers have received the training of educational technology ability, and access to the exam and certification phase. Normal School Students, as the reserve army of future teachers, their educational technology ability have also been more and more attention.Through reviewing literature and investigation in Southwest University, we found that there are many problems in present common curriculum of educational technology, such as the limited class hour and varieties of contents; mainly with method of lecture and lack of practical application; teaching didn't meet students'various damand; single summative assessment and lack of formative assessment, these problems result in bad teaching effect and low teaching quality. Through theory carding and related research summary, we found an effective teaching model that is project-based learning (name as PBL). We think PBL in e-learning environment is helpful to educational technology ability training.It can solve those problems in present common curriculum teaching of educational technology. Next, this study made further study on how to develop educational technology ability project-based training in e-learning environment. First of all, based on the detailed analysis of the advantages, implementing process, teachers and students' activities of the PBL in e-learning environment, this study constructed the PBL model in e-learning environment. Then, it designed and developed the project-based training online platform of normal school students' educational technology ability based on the foregoing model. Finally, the model and platform are used in liberal optional course of application of educational technology in the SouthWest University. Through continuous application, observation and reflection, it summaried the design methods and implementation strategies of normal school students' educational technology ability project-based training in e-learning environment. Through investigation on students'education technology ablity level, learning attitudes and feelings, as well as acceptance on the platform, it tested the effectiveness of PBL model in e-learning environment and platform in normal school students' educational technology ability training.The results show that:e-learning environment provided a strong support for the development of project-based training, the development of educational technology ability project-based training in e-learning environment increased students' enthusiasm for learning, improved students' ability to solve practical problems by comprehensive use of various modern educational theories and information technologies, besides, students' autonomous learning ability, self-management ability and cooperative learning ability are exercised too, these all certainly lead to better and more effectively cultivation of educational technology ability.
