With the rapid development of economy, science, and technology, "practical talents" with solid theoretical knowledge and outstanding practical competence are in great demand in all walks of life. As higher education is being popularized in China, local colleges are becoming the main body of cultivating practical regular undergraduate talents which meets the needs of social and economic development, and is also an inevitable trend in developing diversity of the higher education in China.Then, what are the connotations and characteristics of practical undergraduate talents? For what reasons do those new colleges have to cultivate practical undergraduate talents? What is the significance of cultivating practical regular undergraduate talents? What is the particularity of cultivating practical undergraduate talents? How can the talent cultivation models innovate? Focused on those questions, this thesis investigates the problems local colleges face in cultivating talents. By comparing the experiences of talent cultivation of several newly-established local colleges and taking the current needs of social and economic development into consideration, the thesis explores the reform of practical talent cultivation model of local colleges. Therefore, the thesis is organized with five parts.The first, introduces the development of the national higher education and the establishment of local four-year-course colleges, then raises questions on the orientation of talent cultivation, points out the significance of this research, and presents the guidance, the outline, and the method of this research.The second, besides defining of the key conceptions, the paper distinguishes the differences among theoretical talent, academic talent and technical talent, expatiates the connotations of practical talents cultivated by local four-year-course colleges, points out that practical talents who distinguish themselves with outstanding practice capability and comprehensive quality are advanced talents in the urgent demand of society.The third, introduces history and current situation of the development of new local colleges, summarizes the problems in existence, and analyzes the causes of the problems.Then presents the practices of several domestic and foreign local colleges in cultivating high-quality practical talents, analyzes their experiences, and obtains some inspiration. Finally, talks about orientation concerning cultivation objective, school operating feature, and service scope of local four-year-course colleges, and explores the construction principal of the model of cultivating practical talents with characteristics, and puts forward a practical talent cultivation model for local four-year-course colleges which features with "local", "practical", and "development".
