A Research On The Logistics Reform In Colleges

As the basic competitive means, the college logistics which is under the planned economy bound the development of college. It impedes the operating of college. To adapting the needs of market economy, logistics socialization reform work in college started in 1999. During 10 years, government-based logistics socialization reform work in college which was taken as a breakthrough point to aim at collecting funds from society to establish the students'apartment and cafeteria, attracts non-governmental sectors to run schools. The conditions for operating the colleges have improved largely. It ensured the logistical support of expand of college and laid the foundation for the Chinese higher education from the elite to the mass. Logistics socialization reform work in college has achieved noticeable results. Meanwhile, we must be keenly aware that there are still many problems which are manifested in the qualification of artificial person of the rear service, the establishing of the modern corporate system, the profits or losses and preserve and increase the value of state property, monopoly supplier of a service in college, status of old employees and social entrepreneurs access mechanisms. There is no fixed policy to solve these problems. These problems not only impeded the deepening the reform of the socialization of logistics but also shook the confidence of the reform of the logistics in some way. It brought logistics socialization reform to an uncertain and awkward position. And it is also a hot research to many researchers and support servicers. This paper starts from the economics , management and other subjects and is based on the facts of the logistics socialization reform in colleges to review the process of logistics socialization reform in China. It makes the character posture,goals and requirement of logistics socialization reform clearly. It analyzes the problems and reasons on logistics socialization reform in details. It also explores actively about the operation model of logistics reform. It tries to catch the logistics socialization reform as a whole . Taking Hefei University as an example, this paper explores the several operation models of reform of college logistics and their practicable application. In chapter 1, it discusses the background,importance and purpose. It also makes the basic thoughts and methods of the thesis clear. And focuses on outlining and judging the results of research of logistics reform in colleges. In chapter 2, it provides the foundation of logistics reform in colleges. It discusses the theoretical basis of logistics reform in colleges and also analyzes the situations of logistics reform in abroad. In chapter 3, based on the present situation of logistics socialization reform in colleges, it analyzes several models of logistics socialization reform. Starting from the micro level and taking Hefei University as an example, it discusses actively the models of logistics socialization reform which exists at the same time with the models of socialization. In chapter 4, it analyzes the problems on the process of logistics socialization and discussed the reasons about the difficulties on the college logistics. In chapter 5, it discusses on how to solve the problems and puts forward the strategies on the logistics socialization.
