Information technology course is the main form of spreading of information technology education and improving information literacy in the stage of basic education in our country. Information technology course requires to change in teaching methods and teacher-student interaction, emphasizing the development of students to gain new knowledge and culture the abilities of founding and solving problem, and problem-solving is to start from the problem situation, so the design of problem situation of information technology gets more attention, become the research hot spots. This essay is based on the situated cognition and learning theory and cognitive dissonance theory. Under the features of information technology courses, I discuss of the characteristics, principles and the creative methods of problem situation detail. The essay contains the types of problem situation which are divided in two standard. The later classification of second year middle school information technology textbook is based on the theories mentioned above. Moreover, two thematic problem situation designs about "Acquaintance Excel" and "Flash the use of guide layer"is put forward and tested by teaching practices, observations, interviews and questionnaires. The results show that the creation of problem situation is effective and successful.
