With the development of educational reform and the implementation of innovative personnel training mode, quality education has developed in a comprehensive way in universities from theory to practice. At present, how to cultivate students' learning skills has become one of the important issues in higher education. The new learning environment of university students, such as the implementation of the credit system, the new training mode of " training by subject categories ", the old model of students management work is still running, and teachers' imbalance between their scientific researches and their teaching skills, make most students can not adapt to university life soon, then appear this or that kind of learning problems.Based on the investigation and analysis in learning environment, learning situation, and learning guidance situation of N university L faculty students, We find that the main learning problems of L faculty students are strong utilitarian of learning concept, weak self-learning ability and the learning willpower, and existence the crisis in major interests. Learning guidance, as a basic form of learning reforms, is an effective way in the teaching reforms. But we find that there are many problems in learning guidance of L faculty by analysis of the interview results of L faculty teachers, students and managements. Firstly, college teachers and students need to raise their awareness of the importance about carrying out the learning guidance; secondly, there are many problems in the practical aspects of learning guidance, such as the single guidance form, the incomplete guidance, the insufficient detailed guidance, the lack of personalization in guidance, the imperfect system building and so on. Therefore, it's very necessary and urgent to build out a complete, comprehensive and practical students learning guidance grass-roots system. The Students learning guidance grass-roots system is constructed under the second colleges of two-tier management system university, and based on the actual situation of the pattern of college training objectives, curriculum, teachers, students and so on. This system contains the basic elements as target, operation, and security system. The target system refers the objectives to be achieved in carrying out the learning guidance. The operating system refers to how to guide students to study, including clear the contents and forms of the students learning guidance. Security system is in order to enable the students learning guidance grass-roots system effective, sustainable operation, taking a series of measures on the Staff, funding, policy and institutional aspects of the protection.The basic steps to construct the students learning guiding grass-roots system included building the target system, operating system and security system. A comprehensive and clear target system is the basic components, which is also the starting point and destination point of the learning guidance system. According to the basic conditions which contains "the combination of unity and diversity", "the combination of coherence and phase ", " the combination of comprehensive promote and key breakthrough", then enable students to become the learner whom will to learn, be happy to learn, able to learn and be good at learn.Operating system is to achieve the objectives, which is responded to "guide what" and "how to guide" issues. Guidance includes seven aspects: the concept of college students, learning strategies, learning motivation, major awareness, learning emotional, academic planning and innovation of research capacity. And it helps college students to improve the qualities of literacy learning, to adapt to the requirements of society. And it also improves colleges and universities the quality of teaching, and promote the higher education healthy developing in China.
