Special education has become an important indicator that measures the level of the development of education,so the governments all over the world put the development of special education in a priority position.The special education is ushering a rapid and good developing situation because of the building a harmonious society,persisting in people-oriented,paying attention to vulnerable groups today.The author has been engaged in teaching management of special education since 2001,witnessing the special education developing process from weak to strong in Binzhou and deeply feeling special education has entered a period of bottleneck development in our city as a result of special education management system,students source reduction,wasting educational resources and these reasons have restricted the rapid and healthy development of special education in Binzhou.So the article started its content from analyzing the reasons to get a clear understanding of the development status of special education in Binzhou and then put recommendations to solve he current integration of special education resources in Bibzhou in view of the problems,combiing with high vocational school resources,contacting the specificity of the development of special education in Binzhou City.The author of Binzhou City, County, directly under one district and six eight special education schools to conduct in-depth investigations and studies, visit the school principals, frontline teachers, a more profound reduction in the recognition that students, school conditions, lack of resources and co-exist, such as a serious waste of seriousness of the problem, aware of the importance of resources and urgency of the first-hand information through the analysis shows that the integration of special education resources Binzhou City, the need for and feasibility of the status quo of special education come to Binzhou City, it is difficult to adapt to the requirements of the development of special education conclusions, Binzhou City, the integration of the idea of educational resources, arguing either for revocation of county-level school for the deaf, special education schools, merged to form sets the deaf-blind, rehabilitation training, vocational education and one special education school in Binzhou City.The article first integration of resources from basic theory to explain the issue, mainly discussed the special education, education resources, special education resources, such as theoretical issues, this is the first part of the content.
