The education in rural areas plays an important role in China's education system. It focuses on the primary education in village-level schools (village schools). As The Three Dimensional Rural Issues draws people's attention from the whole society, the primary education in the village should deserve more. Nowadays, the academic record from village schools shows unbalanced results of the pupils. Not only does it exists in the comparison between different schools, but also appears among different subjects. Many factors attribute to this phenomenon. They originate from government, society, families and pupils themselves. This kind of unbalanced development or disequilibrium makes a negative influence on the achievement of educational fairness and the development of the economy in rural areas. Therefore, village-level primary schools are chosen as the starting point to explore the issue of disequilibrium. It attempts beginning with the survey of some villages to reflect the quality of the education of China in rural areas.This paper contains five parts. The introduction presents the development of village-level primary schools and the purpose and academic background of this research. Then the first part proposes the disequilibrium shown in the results of pupils from village schools. The second part lists some basic theories which promote the development of the equilibrium including Scientific Outlook on Development, Sustainable Development, Education Fairness and Development of Educational Equilibrium. The third part concentrates on the analysis of this phenomenon based on the comparison between different schools and different subjects. The fourth part analyses the factors which influence the results in the angles of society, government, schools, their families and the pupils themselves. The final part is the strategy to promote the development of equilibrium. The power from society, government, schools, their families and the pupils themselves should be united to contribute to the balanced development of their results.
