On Issues About Land-lost Peasants' Vocational Development

With the rapid progress of urbanization, the number of peri-urban landless peasants increased significantly. Be unable to integrate into cities, the lack of job skills,and conscious competition, and other reasons, led to a large number of landless peasants who are lack of stable employment which led to poverty, to become a major source of urban poverty groups. To effectively solve the employment problem of landless peasants, is related to social justice, harmony and stability, China must resolve this outstanding issue.This paper reviewed the evolution of China's land acquisition policy and based on the combination of research of resettlement of Hefei's different times, revealed the different affects of security policies to move on the sustainable development of landless peasants. Today's money plus the combination of resettlement housing means can not bring a sense of belonging to landless peasants.To landless peasants, the lack of social security means be wihout stable employment income,and with no sense of security about the future. There is massive unemployment in the city now, it need to innovate resettlement way to supply landless peasants secure jobs for the party and government. Based on addressing the social security, the compensation for landless peasants'wok emphasis should divert form money to job training and strive to improve professional development ability of peasants to give peasants access to the development of confidence in order to become part of the city among the community.The career development of capacity in this paper is the capacity of employment, and ability to adapt to society and market. There are many factors for the ability to affect the career development of landless peasants, both objective and subjective factors. From the subjective point of view, low level of culture, the lack of professional skills, low conscious of competition, the lack of social relations, led landless peasants in the cities to a disadvantage on the job market; From objective factors, the government's compensation and resettlement policy, farmers'education and training, employment service, and the amount of resettlement residential location, will have important impact onemployment for landless farmers.This paper researched these influencing the career development of landless peasants factors, especially the subjective factors of landless peasants. Through visiting a large number of community, combined with in-depth interviews of the successful cases, we summarized highly motivated, humble, studious, clever, daring, perseverance and other personal qualities were the key to career success. In the process of training for landless farmers,it needs not only the skills and knowledge to conduct the training, but also the training of personal quality and employment psychological ease.Farmers employment relates to social harmony and stability, is highly concerned to the party and the government about the needs of the people's livelihood. Farmers in the planned economy period had good work and stable social security, so there was no serious social problem. Since the nineties of last century, with the era of monetary compensation, peasants gradually become the largest poverty group in the city, contradictions and conflicts brought about the the demolition and relocation. The basic cause is that there is no effective solution to landless peasants career development issues.This article in the farmers study of career development is based on the factors of land-lost peasants'wocational development.
