School-enterprise cooperation and work-integrated learning have become a hotspot in the development of the higher vocational education. However, for most of the vocational institutes, how to search for cooperative enterprises? In which field can they conduct cooperation? How to manage the cooperation projects? These key issues exist through the constant process of practice and exploration, this paper, on the partnership perspective, concerns how effectively higher vocational institutes can cooperate with enterprises, and gradually form a long-term mechanism.This paper, synthesizing relative literature, investigation, and case study, explores the establishing channels and management of the institute-enterprise partnership,the long-term mechanism and innovation on the institutes'own and reflects several policy proposals based on the Transaction Costs Theory, Resource Dependence Theory and Social Network Theory. Thus shows the conclusion that effective institute-enterprise cooperation requires creativity and innovation on the institutes'own, and comprehensive application of mechanism on policies, interests and human relations.
