School sports are an important part of school education is the full implementation of quality education is one important part. School physical education and implementing the new era of "people-oriented", "Health First" philosophy of education, the concept of "student-centered" educational thinking, which aims not only to enhance the physical fitness of students, but also conform to the development of personality of students and improve their the ability of living and quality of life, so that to develop good exercise habits and healthy lifestyles, cultivate life-long sports concept. How do I set up to adapt to the new era of sports development in the teaching system is China's current physical education, one of the important tasks, while the physical education model in physical education system also plays an important role, which is the basic theory of physical education and sports among the teaching practice bridge. As China's new era of deepening the reform of physical education, quality education, the rapid development of the reform and innovation in teaching is imperative.Basketball is a sport of China's focus on one of its of its fitness, practical, interesting and so deeply loved contemporary college students, while basketball is a technical requirement to teach a strong sport. Investigation was informed that China's current college basketball elective course in the form of organization and teaching classes in most of the traditional teaching system, which is characterized by the form of mechanical single, divorced from physical education for the new era demands of the objective, it is difficult to adapt to the University of Physical Education Teaching and implement the principle of individualized teaching."Double points" teaching model in the implementation of quality education in the new situation, continuous innovation and development of physical education model arising from a new teaching model, which is in the "sub-level progressive teaching" and "Sub-Group Cooperative Learning" in based on the generated and developed is based on classes of students with different physical fitness and athletic ability to layer, and for students at different levels in order to quality education as a guide, adhere to the principles of individualized instruction to design the teaching objectives relative to the corresponding , teaching content, teaching methods, teaching requirements and teaching evaluation, so that each student's strengths and abilities have been fully developed, is a reflection of the dominant of teaching and students learning the subject of teaching. In this paper, "double points" teaching model as the research object, combined with basketball in our country the status of colleges and universities to carry out the characteristics of a questionnaire survey, expert interviews, documents and materials, teaching experiment, mathematical statistics and logical argumentation method, on the White City Teacher's College Basketball elective courses conducted a survey and research conducted, and experimental in elective courses in the concept of "double points" teaching methods, exploring college basketball elective teaching and effective teaching methods, in order to improve college basketball elective effectiveness of teaching.
