Education, especially with the most direct effect on the talent cultivation in higher education competitiveness is an important part of the regional competitiveness of countries and regions. The higher education in different areas plays an important role to improve the comprehensive competitiveness of region, improve competitiveness in higher education is the strong support to promote the regional competitiveness. This study tries to take Liaoning province as a case to analyze the competitiveness of regional higher education base on the analyzing of present situation of regional higher education. Provide strategic information for improving the competitiveness of Liaoning province's higher education, and rich the theory research on regional higher education competitiveness.The research on the basis of the relevant research material of regional higher education competitiveness in our country, learn from the existing study methods, criteria of evaluation, considering the higher education theory, the regional competitiveness theory, human capital theory, education economics theory, etc.Through theory research and empirical studies, quantitative and qualitative research methods, combining with SPSS, make factor analysis and cluster analysis of the country's 31 provincial administration's higher education competitiveness, and on this basis to take SWOT analysis take Liaoning province's higher education as a case.Ascertain the advantages and disadvantages of the regional higher education competitiveness in Liaoning province, and the challenges and opportunities,and provide the effective ways to promote the development of regional higher education and enhance the higher education competitiveness:steadily improve education scale, improve the quality of education; optimize the allocation of resources, improve education resource utilization; expand financing channels of higher education, tighten up fundamental resource; adapt to the development of the social economy, optimizing higher education structure; deepen the reform of higher education administrative system,optimize the development environment.
