Research On The Regional Distribution Of Higher Education In Shandong Province

Along with the progress of our age and the development of our society, the relationship of hi-education and socio-economic development are closer than before. A reasonable regional distribution of higher education is a strong guarantee to promote the coordinated development of higher education and regional socio-economic. How to according to the different factors and characteristics of regional development, get a comprehensive evaluation of the regional distribution of higher education and put forward practical adjusting measures is significant for the realization of the coordinated development of higher education and regional socio-economic.Based on the relevant data for the years 1997-2006, this article firstly analyses current regional distribution of Shandong Province higher education, focusing on the higher education development of Shandong cities and the changes of development difference among them during the decade.Secondly, it reveals the main factors of regional distribution of Shandong Province higher education:internal factors include the quality of teachers, education funding and teaching environment; external factors include economic, demographic, cultural, policy and geographical areas. And, economic factors are mainly about GDP and the tertiary industry GDP of a region, economic development strategies and economic management system; demographic factors refer primarily to cultural quality of the population, age composition and the number of employed in the second and tertiary industries; cultural factors embody in education concepts, education contents, and education needs; policy factors include the open-door policy and college enrollment policy; environmental factors refer to the geographical location and natural environment.And then cluster analysis reveals that the regional distribution of higher education in Shandong Province is not coordinated or there is only low level coordination, which would go against the development of regional higher education and regional socio-economic, and also go against the realization of education equity.Aiming at the above problems, this article presents some suggestions and countermeasures. Taking the four principles of coordination, hierarchy, according to local conditions, considering efficiency and equity as the premise, the government should exert its macro-control functions; different areas must have a clear direction of higher education development and strengthen exchanges and cooperation; all social strength should help to promote the coordinated development of higher education and regional socio-economic.
