Thirty years of reform and openness policy has boosted China's private vocational education, which popularized the high education and make up the shortage of state educational budget. By the end of 2008, there are 297 private universities and 318 individual (private) colleges. There are competitions between state university and private university, besides competitions among inter-private universities. One aspect of competition comes from teachers and teacher's assessment plays important roles in improving teaching quality. Based on the case study from Xi'an Haitang Vocational College, the thesis is to set up a teacher's assessment system in the university so as to attract and incentive top class vocational teaching teachers, promote teaching and research quality, as well as improve the college's competitiveness.The paper combined the research method of literature review, questionnaire survey and behavior science analysis. Based on the principles and methods of teaching assessment, it analyzes the developing situations and problems and set up a teaching assessment system for the College. The composites of the system mainly includes teaching position analysis, assessment objective, assessment cycles, assessment contents, assessment indices, assessment criteria, assessment methods, assessment subject and feedback system, etc.Questionnaire survey has been employed in teaching position analysis and objective index selection, objective methods has been used in teaching performance index selection.360 methods and behavior qualitative analysis are used in assessing the teaching quality. The main purposes of the study are:(1) Promoting understanding of the assessment system; (2) Perfecting the teaching assessment system so as to incentive teacher's enthusiasm and promote the teaching quality and improve the college's competitiveness; (3) Exploring the policy on teaching management for the College.
