The problems of Higher Vocational Teachers have been attracting much attention. The quantity and quality of teachers is not only necessary to scale development of higher vocational education, but also the lifeline of higher quality and continuous improvement. Teacher Qualification System is practiced in the state teacher licensing system for a particular job. Teacher Qualification System implemented over the years, there has a lot of problems. One of which is not specifically establishing teachers qualification system in higher vocational college that differ to regular institutions of higher learning, which is extremely unfavorable for the development of higher vocational education. Higher education is relative to the general higher education, have different training objectives, training model, social function, professional settings, teaching content and student body structures. These differences determine the unique quality of higher vocational teachers and, therefore, a distinctive vocational teacher qualification system should be established. The common practice of our country's Vocational teachers Qualification System in use of standards and examination content of Qualification College Teachers, Standards, which does not reflect the demands on teachers of vocational education, teacher qualification type was not indicated, neglecting practice experience and practical ability, unsetting up independent identification body, Vocational Teacher Certification design and management are anomaly.To solve these problems, this paper summarize and analyze on the implementation condition of teacher qualification system over the years, at the same time, analyze of the necessity and feasibility of vocational teacher qualification system from this perspective of special requirements of vocational education base in aspects of vocational teacher qualification useful to explore. And study aboard; learn some successful experience of vocational teacher qualification system, initially proposed some suggestions to reform of higher vocational teacher qualification system.This paper uses literature, comparative research methods, including five parts. The first part is an introduction, mainly introducing on the background, significance, concepts and informed research of this study. The second part account for the background of implementation of the system of teacher qualifications and the basic content of teacher qualification system, summed up the main problems in the process, and analyze the causes of the problems. The third part analyze the necessity of higher vocational teacher qualification system reform, and discussed the feasibility. The fourth part compare and analyse the effective practice in the major developed countries of higher vocational teachers qualification system, draw some revelations for the China reform of vocational teacher qualification system. The fifth part is the focus of this paper, put forward specific recommendations on the reform of vocational teacher qualification system in China:identify different types of teacher qualifications, practical experience and practical ability outstanding assessment, identified the establishment of specialized agencies, the implementation of rigorous qualifying examination for reasonable design and management certificate.
