Resource Strategy In Hunchun

August 30,2009, the State Council approved the "China cooperation in Tumen River Area Development Plan" so that the developing and open in Hunchun as a national strategy, the volumes of the development of open ushered in a new round of opportunities and challenges. The acceleration of the development in Tumen River area open process can make the volumes and better serve of Hunchun as a window. And talents is a key factor and become the most important core competencies. Human resources become the most important strategic resources. Developing and using human resources is the primary issue on seeking development in Hunchun. And how to import talent? how to retain talents and make them play a role is the key for the sustainability of development.This article based on the State Council approved the"China cooperation in Tumen River Area Development Plan"to study, in full awareness of development of human resources in the volumes of regional rise of the strategic position and key role in the basis, through the analysis on the human resources situation and problems, giving some suggestions of.the HunChun Human Resource Development Strategy, with its rise in the period of the volumes of research and development of human resources to provide a theoretical explanation and recommendations. The significance of Human Resource Strategy is through the rational management of human resources to achieve a lean and efficient level to take the maximum value and get better government services, enterprises services and the community services; by taking certain measures to fully mobilize the enthusiasm of the public service initiative and creativity, that is the biggest play of people's initiative to foster the comprehensive development of human resources to create "prosperous, civilized and harmonious coastal port city ".
