A Study On The Development Of Private Higher Education In Anhui

Anhui province is the first one of regions of the private higher education in China, the private education with the character of private higher education derives from Laozi's lecture, the representative of the Taoist. The private higher college in Anhui was few in number before the year of 1949. And since then the private higher education in Anhui had become extinct nearly 30 years or so. Only with the development of the reform and opening up which happened in early 1980s, The private higher education in Anhui began to develop and recover along with development and rebirth of private higher education in China. Since 1991, private higher with independent diploma awarded colleges have been developing rapidly, there are 17 private higher colleges by 2009, including 2 undergraduate colleges. Private higher education has become increasingly important component part of higher education of Anhui Province, it is not only making an important contribution to mass higher education but is also showing its strong vitality.Beginning with the history of private higher education in Anhui, the development characteristics before and after reform was summarized. Private higher education walked out of predicament after nearly 30 years' silence in China. Based on the research and questionnaire of 5 private colleges and getting a mass of first-hand data, the paper studies present conditions of private higher education of Anhui and analyzes some common problems and difficulties in four aspects. First, development fund. Funds shortage has become the development of bottleneck of survival and sustainable developing. Secondly, the students' quantities. Some private higher colleges have to face the situation of lacking of students. Thirdly, the teacher resources. The shortage of teachers, the weak stability and the unreasonable structure of teaching staff are prominent problems. Fourthly, the research in teaching and scientific. There is few research in teaching and science in most private higher colleges of Anhui.After presenting the problems in the processing of developing of private higher education in Anhui, the paper analyzes the causes from two aspects. On the one hand, external causes of incomplete law or the government policy and social cognition and environment factors make the private higher colleges lose ground. But on the other hand, the internal causes of bad management system and the conception of running college have caused some problems which can not be resolved properly so that the private higher colleges have to face serious crisis of survival.Stones form other hills may serve to polish the jade of this one. After analyzing the causes of problems of the private higher colleges, based on the presenting the successful secrets and experience from Japanese and American private higher education, the paper offers solutions and suggestion. As we know, removing the dross and making the foreign things serve China are the best and effective way. First, to deepen understanding of developing private higher education and to perfect related laws and policies; then, to reform the financing methods; finally, to enhance the core competitiveness of the private higher colleges themselves. "The national education reform and development of long-term program" has put forward China's higher education gross enrollment rate will reach respectively 36.0% by 2015 and 40.0% by 2020. As an underdeveloped province, financial support for the private higher education from government is limited, we have to depend on the private higher education to achieve and realize the goal of "province with strong higher education" and the "double-hundred Project".
