Is now the vocational education and rural issues are the focus, countries about the rural vocational education is undoubtedly a combination of the two focus points. Vigorously develop vocational education in rural areas is the inevitable choice .It has a positive effect to solve the "three rural" issue , promote the steady growth of agriculture, rural urbanization, the rural social harmony and stability and building of new socialist countryside. Many the research on education regard the because of balanced education point to a education policy. "China's major education policy in transition case study" discussion group concluded that "policy because of the importance of education is the reasons for the gap, or even the main reason." Development and refinement of appropriate policies for rural vocational education is the healthy development of vocational education in rural areas and the protection of the premise.This paper first reviews the rural areas policy since the founding of new China, the history of vocational education to rural vocational education policy in China as the research object, analyzes the history of rural vocational education policy status and influence. It analyzes the changes in the value of education policy, through the use of education policy value analysis of the findings, using the three dimensions of value analysis and research the existing value of rural vocational education policy. Revealed the value of rural performance by the value of vocational education, and then making attribution analysis. Finally based on the development of vocational education in rural areas of rural vocational education policy put forward the concept of value realization, for China's rural vocational education policy to provide reference for further development.Through analysis the value of vocational education policy, it is scientific activities to promote rural vocational education policy . the one hand ,it will help prevent policy distortions and policy failures; the other hand, the analysis by academic level, can help the public and education policy stakeholders aware and understand the nature of education policy, can help the education policy activities conducive to the value of coordination and cooperate, help resolve conflicts of values in education policy to promote the popularization and implementation of education policy.
