Rural vocational education is the key to solve "San Nong" problems, the development of rural vocational education need supported by policy. The policies are the guidance of rural vocational education, which decide the development direction of rural vocational education in our country. Therefore, to research and comprehend connotation of rural vocational education policies is important to actualize rural vocational education.The development of rural vocational education policies are divided into three periods in this paper, the first phase is from1978to1990, the second phase is from1991to2001, and the third phase is from2002to now. This paper use the method of coding analysis, the most important method is used by grounded theory, to research rural vocational education policy step by step. The main content of rural vocational education policy contains two aspects of main body of education policy and problems involved. Main body of education policy including administrative organization, educational organization and individual. The problems involved including educational power, educational resource, educational right and opportunity, educational system and educational activities. Each stage has own characteristics in different aspects, so this paper summarize and compare the analysis result of rural vocational education in three period in order to clarify the changing of rural vocational education during three decades.The changing of rural vocational education policy is not simply led by government, there are a lot of other factors affect rural vocational education policy's transition. Thus, this paper analyzes the cause of changing from economic development, social development and vocational education development in our country. The cause of economic factor including the change of economic model, the reform of economic system, the shift of industrial structure and the economic regional difference. The cause of social factor including the reform of social structure and the development of rural community. The cause of vocational education mainly including five aspects, these are the importance of vocational education, the pertinence of vocational education, the marketability of vocational education, the technicality of vocational education and the communication between vocational education and general education.Through analyzing rural vocational education policies after reform and opening, On the one hand, we can see the unceasing improving of our country's rural vocational education polices, the policies are more and more comprehensive in recent years, which refer to all aspects of rural vocational education. The great support from polices is crucial to develop rural vocational education in future. On the other hand, we also can find the problems of rural vocational education, which need to change and improve as soon as possible. Therefore, this paper put forward some proposals to promote rural vocational education polices from the five aspects of the problems involved, and offer a suggestion to strengthen the applicability of polices. Rural vocational education will be better and better with improving of rural vocational education polices in our country.
